Proportional Representation (PR) Example Ballots:


1. Mixed Member Proportional (MMP) with a Ranked Ballot on the Local side and Open Lists on the Regional side.

In order for STV to work as proportional representation system you should rank all candidates.  In a riding with 18 candidates such as the one below, it IS possible to waste your votes if you rank only 5 candidates but don’t rank the 5 that won.   In STV, the voter should always rank every candidate to prevent potentially wasted votes.
